Clear Instruction for setting up Number of Plies Parameter for Vector Cutter?

The Number of Plies parameter input box does not appear during the Positioning Phase. I believe that the parameter is not enabled. Does anyone know how to enable the parameter without modification of other parameters?
I have looked at the help files but specific step to only set the Number of Plies Parameter prompt is not defined.
