Has anyone experienced this error before?

The Plotter Server won't start for some reason? 

...and the User Manager won't connect to the Server.

Please HELP! ... I was on hold most of the day on Friday waiting for tech support to call back.

...It's Monday morning now, ... I am still waiting for tech support to call me back, and we are unable to plot markers.

Any advice or assistance would be greatly appreciated,
