how to fix RULE TABLE RULIB error

Hi, I am having trouble with my digitizing data. I have digitized my pattern piece but when I open it to convert it into accumark, I get the Could not read RULE TABLE RULIB error. I have tried to change the rule table and even make a new one for this. Nothing has worked. please help!
